IATA DGR is revised annually; local DGR lookup databases at handling agents may lag the official publication by 4–8 weeks, causing classification mismatches particularly for newly added UN numbers in Class 9
Lithium battery shipments (Class 9, UN3480/3481) account for >40% of DG non-compliance findings; IATA DGR Sec 3.9 requires state-of-charge ≤30% which is physically unverifiable without specialised equipment, creating acceptance risk
